Noon sakinah is noon letter with no harakah or has a sign of sukoon on it { a head of haa letter (ح) }
In Quran and Tajweed rules , Izhaar means to make the letter clear.
Izhar (إظهار) is an Arabic term that translates to “manifestation” or “clarity.” When it comes to Tajweed, Izhar refers to the precise pronunciation of a letter without any interruption, silence, nasalization (Ghunna), or stress. Specifically, This rule pertains to the clear enunciation of the Noon Sakinah (static Noon) or Tanween (Nunation) when followed by certain letters.
Conditions for Izhar:
Presence of Noon Sakinah or Tanween.
The subsequent letter must be one of the Izhar letters.
Both the Noon/Tanween and the Izhar letter are pronounced distinctly.
